Are some labs aggressive

Question

We have a 11 mth old lab have had him since he was 8wks.

He doesnt seem to like a lot of people especially some kids. He is great with my kids who are 11 and 8 but different people that come over he is hesitent and even sometimes tries to bite.

We do have another male dog who is fixed. The lab is not fixed.

What could be causing him to be so mean?

How do i get it under control?

We thought about getting him fixed but I dont even know if that will help. I don't want him to bite anyone.
